Facility Authorization Bases

The Office of Facility Authorization Bases provides a corporate resource to conduct reviews of the
status and effectiveness of the safety bases that authorize work at the Department's nuclear facilities
and other hazardous activities. These reviews are undertaken by the Department to ensure that people,
property and the environment are adequately protected from hazardous work at DOE sites. Technical reviews
ensure that all hazardous mission activities are conducted within a safety envelope for facilities in design,
construction, operation, or decommissioning phases. Facility reviews, walk-downs, and interviews with
facility staff are performed to ensure actual facility conditions are consistent with the authorization bases.
Related support safety activities of the Office include safety of DOE-owned dams and other water
impoundment structures.

Some of the recent products of the Office:
Office of Facility Operations Support maintains an operational awareness of the Department's USQ activities through
review of USQ incidents reported in the Occurrence Reporting and Processing System (ORPS)
database, and prepares this quarterly status report. Identification of USQs and implementation
of necessary corrective actions assure that the Department of Energy (DOE) nuclear facilities
continue to operate within their safety bases and do not pose any undue risk to the workers,
the public and the environment. Most DOE sites have aggressive USQ processes in place.
Review of the USQs in this report is expected to enhance the sites' awareness of the
status of USQs at their facilities and guide them in focusing efforts for improvement
in specific areas of safety bases.
